If the internet suddenly failed one day, how would your daily life be affected?
In Taiwan, with frequent natural disasters and the threat of conflict, people are already familiar with the idea of disaster preparedness.
But beyond physical preparedness, have you ever thought about this:
When the internet is unavailable, how can we still reach one another, get information, and take action?
After a year of exchanges with many of you, the CRC team has completed the 🔺 Digital Go-Bag for Civil Society handbook 🔺
Drawn from events in Taiwan and abroad and from in-depth interviews, this handbook walks you step by step through the scenarios in which digital networks may fail, the impacts they may have, and the responses available.
This event also features a 🏃🏻♀️➡️= communications cooperation drill game = 🏃🏻. Following a fictional scenario script and role missions, participants will put the handbook’s worksheets to use, exchange information and coordinate resources through different communication tools, and adjust their division of labor and strategy after discussion, experiencing how to cooperate when networks are limited.
When the digital tools we know are no longer available, what other preparations can help us handle a sudden crisis?
Before we head into 2027, let’s get prepared together!

So What Exactly Is a “Digital Go-Bag”? (⊙_⊙)?
The “Little Orange Book” (小橘書), the civil-defense handbook everyone received at the start of the year, is full of guidance on disaster preparedness and evacuation.
But people today rely on the internet for everything. If you woke up one morning, or disaster suddenly struck, and found you couldn’t email a colleague, find your way with Google Maps, or pay with LINE Pay, would your work grind to a halt? What would happen to your life?
The Little Orange Book explains how to prepare three days of supplies to get through an emergency when water and power are cut. The “Digital Go-Bag” focuses on internet outages, helping you take stock and make a plan for looking after yourself, your family and friends, and keeping essential work going when networks are disrupted.
◆ In early December, CRC will officially launch the Digital Go-Bag for Civil Society communications resilience handbook!
It provides practical worksheet templates for task inventories, emergency contacts and PACE communications backup (four layers of fallback: primary, alternate, contingency and emergency), taking you step by step through your communication pain points when networks fail and helping you build alternatives tailored to you or your organization.
The handbook covers:
▸ Taking stock of where you are
▸ Drawing up backup plans
▸ Testing your communications backups
▸ When the network goes down: three things to do first
◆ BUT! We also know that most handbooks are destined to end up under a lunchbox once people can’t make sense of them!
So on Saturday, Dec 5, alongside the handbook launch, CRC will also hold a simple drill so everyone can get the hang of the handbook in one go.
